Institutional Strengthening and Capacity Development
RTi staff and associates have extensive experience in strengthening and
developing water institutions at multiple levels, and building linkages
between water institutions and water users for effective natural resources
management. At the international and national level, RTi staff and
associates have been instrumental in developing and implementing new water
policies, laws, strategies, and programs. At the local and community level,
RTi staff and associates have been directly responsible for the formation,
establishment, development, and strengthening of hundreds of local,
community-based water organizations in South, Southeast, and Central Asia,
Eastern Europe, and the Middle East.
Of primary importance to RTi is effective training of host-country staff and
water users. RTi has been a leader in developing and implementing specific
development processes and services for water institutions, and then
transferring those technologies to local groups and officials. RTi staff
and associates have developed and implemented irrigation management
transfer programs, privatization of government water institutions, and
associated cost recovery mechanisms (including irrigation service fees)
in many locations. We also have been directly responsible for both
large-scale and small scale community-driven and stakeholder participation
projects, as well as numerous rapid appraisals and social assessments,
and monitoring and evaluation of water resources, including institutional
processes and outputs.
