National Oceanic and Atmospheric Administration (NOAA)
Scientific and Engineering Technical Assistance (SETA) Experience
Successfully working with NOAA for over 17 years on multiple business partnerships, RTi is currently assisting with the implementation of two key National Environmental Satellite Data and Information Service (NESDIS) programs: (i) ESPC and, (ii) NOAA IDEA Center. Senior RTi staff have been Program Managers in NESDIS Satellite programs, have over 30 years of combined experience working as NOAA employees, and have co-authored over 40 professional articles.

Extensive Water Resources, Information Technology, and Institutional Strengthening Background
RTi specializes in the development of integrated water resources management solutions for governmental agencies, industrial organizations, and local communities. RTi develops, implements, and integrates operational streamflow forecasting and reservoir operations modeling systems and is a world leader in the development of Decision Support Systems (DSS) for integrated water resources management. RTI implements water resources forecasting and management systems worldwide, on small basins and large watersheds, for long-range water supply forecasting, water rights and allocation management, and flood control; for hydropower generation; and for navigation.
RTi also provides a full range of services and technical assistance in institutional strengthening and capacity development, technical training, and technology transfer. These services have strengthened an extensive list of water resources institutions, ranging from local community-based organizations to national and international water institutions. RTi also assists communities in developing flood forecasting and warning systems, providing data for disaster management.

A privately held company, RTi takes pride in having a very high employee retention rate, starting with the Principals of the firm whom have been with RTi for most of its existence. Officers and Principals of RTi include:
Dr. Larry Brazil (President and Chief Executive Officer) – Dr. Brazil spent 11 years at the NWS Hydrologic Research Laboratory developing and implementing components of real-time operational hydrometeorological monitoring and forecasting systems. He has led and participated in technical assistance activities in more than 20 countries focusing on forecasting water availability and the use of hydrometeorological forecast information for flood mapping and emergency response and preparedness.
Mr. Douglas Greer (Chief Financial Officer) – In addition to his duties as CFO, Mr. Greer is responsible for managing software design, database design, and model development including decision support systems, hydrologic simulation, data acquisition, database development, and interactive software interface design. Other areas of expertise include electronics, monitoring sensors, and electronic hardware.
Dr. Timothy C. Martin (Vice President and Director of International Programs) – Dr. Martin has served as a team leader, project manager, and technical expert for development projects in many river basins of the world including the Nile, Tigris and Euphrates, Brahmaputra, Ganges, and Syr Darya. He specializes in remote sensing, GIS, and modelling activities for integrated land, water, and coastal resources management.
Dr. Gerald Day (Vice President and Director of Water Management and Forecasting) – Dr. Day spent 13 years at the NWS Hydrologic Research Laboratory, serving as the Water Resources Forecasting Project Area Leader and was the principle developer of the NWS Ensemble Streamflow Prediction System. Since joining RTi he has specialized in watershed modeling, river forecasting technology, and Decision Support Systems for water management.
